Trabajó quince años en ese cuerpo en las Confederaciones Hidrográficas del Ebro y Pirineo Oriental, en el Servicio Geológico de Obras Públicas y en el Centro de Estudios para la Ordenación del Territorio y del Medio Ambiente del Ministerio de Obras Públicas. Catedrático Emérito de Hidrogeología en la Facultad de Ciencias Geológicas de la Universidad Complutense desde 2002. Presidente del Grupo de Hidrogeología de la Asociación de Geólogos Españoles (1973-1976). Presidente mundial de la International Association of Hydrogeologists (1984-1989). Honorary Fellow de la Geological Society del Reino Unido (1991). Citoyen d'Honneur de Murviel-les-Montpellier, Francia (1992). Académico Numerario de la Real Academia de Doctores (2001). Vicepresidente de la Junta Directiva de la International Association of Water Resources (2001-2003). Académico de Número de la Academia Europea de Ciencias y Artes (2004). Presidente de la Sección de Ciencias Naturales de la Real Academia de Ciencias (2000-2008). Presidente de la Comisión de Relaciones Internacionales de la Academia (2004-2008). Miembro de la Academie de l’Eau de Francia (2006). Great Prize of Water of the Cannes International Symposium (2006).

Ha ejercido la docencia en cursos semestrales o más largos en siete universidades españolas y americanas. En 1971 ganó, por unanimidad, la Agregaduría de Hidrogeología en la Universidad Complutense y fue el primer Profesor agregado de esta materia en la Universidad Española.

En 1985 fue uno de los miembros fundadores de la ONG CODESPA, que promueve el desarrollo en el Tercer Mundo, y fue miembro de su Comité Ejecutivo durante ocho años. Miembro del Advisory Scientific Committe de la ONG ACTION AGAINST HUNGER (2000-2004)

Investigador principal en más de veinte proyectos de investigación internacionales. Autor o co-autor de más de cien libros o monografías y de unos cuatrocientos artículos científicos, principalmente sobre Hidrogeología y sobre Recursos Hidráulicos. En el portal de la Academia puede verse la relación de algunos de estos trabajos. Algunos de ellos pueden ser descargados directamente de la Red. Director de diversos proyectos de investigación de la Fundación Marcelino Botín desde 1998 y Director del Agua de dicha Fundación (2008-presente) (www.fundacionmbotin.org). Ha dedicado un notable esfuerzo a divulgar o difundir al gran público los conceptos básicos para una política moderna de los recursos hídricos. El Club Español de la Energía le concedió el premio de divulgación científica en 1995.
